7+1 Guarantees for the Research Centres to Be Transferred to ELTE

In its resolution of 20 June 2025, the HUN-REN Governing Board made the transfer of four research centres in the humanities and social sciences to Eötvös Loránd University (ELTE) conditional on the fulfilment of the following guarantees.

  1. Each of the four research centres will be integrated into ELTE’s organisational structure as a separate legal entity, retaining its institutional autonomy and public service functions, and reporting directly to the Rector. They will operate under distinct budgetary frameworks with dedicated administrative units responsible for implementation. Each centre will be transferred in its entirety, including all its institutes, organisational units, research groups, and staff. They will continue to operate as the legal successors of the current research centres, under the name of ELTE. The centres will remain under the leadership of their current Directors General until their appointments expire.

  2. The employees of the merging research centres will continue to be employed under their existing contracts, with the Directors General of the respective centres retaining their employer’s rights. ELTE will take over these employees in accordance with their current roles, benefits, and responsibilities.

  3. ELTE is required to use the proportionate share of the state funding provided by the HUN-REN HQ for the merging research centres in 2025—along with the centres’ own unspent revenues and financial reserves—to ensure the centres’ funding and to facilitate their organisational integration.

  4. Prior to the merger of the research centres, the Government will issue a public resolution confirming that, from 2026 onwards and on a long-term basis, ELTE will receive adequate separate funding for the continued operation of the research centres. The resolution will also state that ELTE will be granted long-term rights to use all movable and immovable assets currently used by the research centres free of charge, provided these assets remain state property. Should HUN-REN become the owner or holder of any such assets in future, it will ensure that ELTE continues to have free use of them.

  5. By no later than 1 August 2025, HUN-REN HQ and ELTE shall conclude a mutually agreed arrangement setting out the detailed conditions and guarantees of the merger, as well as the terms of their continued strategic cooperation. The text of the agreement must be finalised by 11 July at the latest, as this is a precondition for the merger. Once the agreement has been concluded, ELTE will notify its maintaining authority accordingly.

  6. No later than 30 September 2025, ELTE must provide the HUN-REN Governing Board with a detailed report confirming the fulfilment of the above guarantees and conditions.

  7. If the State purchases the movable and immovable assets currently used free of charge by the merging research units and owned by the Hungarian Academy of Sciences, these assets shall be made available free of charge to the HUN-REN Hungarian Research Network under Section 30(1) of the HUN-REN Act. In this case, the HUN-REN Hungarian Research Network shall ensure the free use of these assets by ELTE under the same conditions. Furthermore, if the HUN-REN Hungarian Research Network established under the HUN-REN Act becomes the owner of the immovable properties currently used free of charge by the merging research units and owned by the Hungarian Academy of Sciences, it shall grant ELTE a long-term usufruct right—of at least 25 years—over these properties, free of charge.

To support the successful development of the humanities and social sciences research centres to be transferred to ELTE, the Governing Board requests that the Minister of Culture and Innovation, as the authority responsible for overseeing ELTE, explore the possibility of ensuring that adequate budgetary resources are made available to enable appropriate salary increases at ELTE as well.
