Planning Underway for HUN-REN's New Operations, Dialogue Continues with Research Institute Leaders
The President and CEO of HUN-REN held discussions with the leaders of HUN-REN’s research centres and independent research institutes regarding the first planning phase of the organisation's Transformation Programme. In the coming weeks, the detailed planning of the new organisation's short- and long-term operations will take place.
The meeting held on 29 November covered key topics such as the exercise of employer rights, strategic planning for research sites within the renewed framework, and proposed methodologies for designing core functions. Under the new operational model, research institutions will retain autonomy (within the framework defined by the establishing legal entity) over their organizational structure, decision-making proposals and governance. This includes responsibility for performance measurement and evaluation systems, employer rights, management of collaborations and contracts, asset and financial management, and submitting project proposals.
The goal is to enable research institutions to dedicate more resources to scientific and innovative activities while streamlining economic administration and organisational governance.
Leaders agreed that a top priority in the coming weeks is to review and analyse existing organisational functions with also identifying additional functions to be integrated into the new operational model. The transformation process of 20 legal entities presents a complex set of interrelated challenges, requiring a systematic approach. Detailed plans and updated regulations will be developed as part of the Transformation Programme.
The transition to the new operations will be gradual, with recommendations provided to to support leaders of research sites’ during the interim period. External and internal experts working within the Transformation Programme Office are preparing comprehensive guidance to address all aspects of the transition. The aim is to have the new system ready for its first operational phase by 1 April 2025, with the full transformation completed by the end of 2027. Ensuring seamless continuity, improving collaboration across the research network, and supporting the scientific work of institutions remain central priorities throughout this process.
HUN-REN’s Transformation Programme is expected to not only revamp the organisation’s internal operations but also significantly enhance the international competitiveness of Hungary’s research and innovation ecosystem long term.
